Pekanbaru – The Faculty of Law, Universitas Islam Riau (FH UIR), successfully held a Public Lecture with the National Narcotics Agency (BNN) of Pekanbaru City themed “Examining the Legal Status of Etomidate” on Thursday, 21 May 2026, at the 3rd Floor Auditorium of the Faculty of Law UIR. The event was also marked by the signing of a Memorandum of Agreement (MoA) between the two institutions and an Anti-Drug Declaration by FH UIR student organizations.

The auditorium was filled with students, lecturers, faculty leaders, representatives of student organizations (Ormawa) and student activity units (UKM), as well as officials from BNN Kota Pekanbaru. The event opened with remarks from the Dean of the Faculty of Law UIR, Assoc. Prof. Dr. Rosyidi Hamzah, S.H., M.H., accompanied by the vice deans.

Examining the Legal Status of Etomidate in an Academic Forum
The main session was delivered by the Head of BNN Kota Pekanbaru, Kombes Pol. Dr. Wawan, S.H., M.H., in a moderated discussion format. Etomidate was chosen as the topic because this substance, known in medicine as an anaesthetic, has begun to be misused, including through e-cigarette liquids, and is now classified as a Class II Narcotic in Indonesia. This change in status carries legal consequences that law students, as future practitioners, need to understand.

For students, the forum offered a first-hand look at how narcotics law issues are handled in practice, while broadening their understanding of drug-abuse prevention on campus and in the wider community. Background on the theme is available in the announcement of the FH UIR Public Lecture with BNN Kota Pekanbaru.

MoA Signing between FH UIR and BNN Kota Pekanbaru

On the same occasion, the Dean of the Faculty of Law UIR and the Head of BNN Kota Pekanbaru signed the MoA as a shared commitment to strengthen synergy in education, prevention, and legal awareness of the dangers of drugs, both within the academic community and in society. The signing was followed by an exchange of souvenirs and a group photo.

Anti-Drug Declaration by FH UIR Student Organizations
The series of events concluded with the Anti-Drug Declaration of FH UIR Student Organizations and Clubs together with BNN Kota Pekanbaru. Faculty leaders, the Head of BNN Kota Pekanbaru, the Chair of DEMA, the Chair of BEM FH UIR, heads of student associations, and club leaders took turns signing the declaration board, which was then read aloud by a student representative before all participants.

The Faculty of Law UIR extends its gratitude to BNN Kota Pekanbaru for the collaboration and knowledge shared with the academic community. Through this partnership, FH UIR hopes to foster a generation that is legally aware and drug-free.
