Pekanbaru – The Faculty of Law, Universitas Islam Riau (FH UIR), together with the Pekanbaru City National Narcotics Agency (BNN Kota Pekanbaru), will hold a Public Lecture themed “Examining the Legal Status of Etomidate”. The event is scheduled for Thursday, 21 May 2026, from 08.00 WIB until finish, at the 3rd Floor Auditorium of the Faculty of Law UIR.
The public lecture also marks the signing of a Memorandum of Agreement (MoA) between the Faculty of Law UIR and BNN Kota Pekanbaru. The partnership reflects the synergy between the two institutions in strengthening education, collaboration, and the prevention of narcotics abuse in academic settings.
Why the Legal Status of Etomidate Needs a Closer Look
In medicine, etomidate is known as an anaesthetic drug. The problem arises when the substance is misused, including by being mixed into e-cigarette liquids. The Indonesian government subsequently classified etomidate as a Class II Narcotic through Minister of Health Regulation Number 15 of 2025 on Amendments to the Classification of Narcotics.
This change in status carries legal consequences that are far from simple. Its misuse now falls within the reach of the Narcotics Law, while its use in health services still requires strict oversight. This is where academic discussion is needed: to unpack the basis of the classification, its implications for criminal law, and the most appropriate prevention measures, particularly among young people.
Featuring the Head of BNN Kota Pekanbaru and the Faculty Leadership
The lecture will feature the Head of BNN Kota Pekanbaru, Police Senior Commissioner (Kombes Pol.) Dr. Wawan, S.H., M.H. From the faculty, the event involves the Dean of the Faculty of Law UIR, Assoc. Prof. Dr. Rosyidi Hamzah, S.H., M.H., together with the vice deans: Dr. Selvi Harvia Santri, S.H., M.H. (Vice Dean I), Dr. H. Zulfikri Toguan, S.H., M.H., M.M. (Vice Dean II), and Assoc. Prof. Dr. Zulkarnaini Umar, S.H., S.Ag., M.I.S. (Vice Dean III).
Bringing the faculty leadership and BNN Kota Pekanbaru together in one forum is expected to go beyond discussion and lead to concrete cooperation through the MoA signed on the same day.

The event is open to the public. Students, lecturers, legal practitioners, and members of the public who wish to understand the etomidate issue from a legal perspective are welcome to attend, and participants will receive a certificate free of charge.
