Public Lecture at UIR Faculty of Law Discusses State Financial Loss as an Element of Corruption Crime

Pekanbaru, April 17, 2025 — The Faculty of Law at Universitas Islam Riau (UIR) held another public lecture as part of its academic commitment to deepen legal knowledge among students and the academic community. The event, themed “State Financial Loss as an Element of Corruption Crime,” took place on Thursday, April 17, 2025, at 1:30 PM in Room 1.04 of the Faculty of Law Building at UIR.

The lecture featured two prominent speakers in the field of administrative law and corruption crime: Dr. Hendry Julian, S.H., M.Kn., from the Department of Administrative Law at the Faculty of Law, Universitas Gadjah Mada, and Assoc. Prof. Dr. M. Musa, S.H., M.H., a respected academic and legal practitioner with extensive expertise in criminal law.

In his presentation, Dr. Hendry Julian offered an in-depth analysis of the concept of state financial loss from an administrative law perspective, particularly its relevance in proving corruption cases. He also emphasized the role of state auditors and the importance of careful assessment to avoid criminalizing public policy decisions.

Assoc. Prof. Dr. M. Musa elaborated further from a juridical standpoint, discussing the latest jurisprudence that serves as a basis for determining financial loss as a criminal element in corruption. He presented real case examples to illustrate the practical challenges in legal enforcement.

The event was attended by hundreds of students, faculty members, and legal professionals from the Pekanbaru area. The participants showed great enthusiasm, especially during the dynamic Q&A session, where critical questions were raised regarding the mechanisms for law enforcement in corruption cases that involve state budgetary decisions.

Through this public lecture, it is hoped that students of the UIR Faculty of Law will gain deeper insights into the complexity of corruption law and the importance of a fair and proportional approach in assessing state financial loss as a criminal element.
